The EU funded ZEFES (Zero Emissions Freight Ecosystem) project, is helping transport companies to drive the transition to zero-emission freight transport. ZEFES aims to develop practical solutions for adopting zero-emission vehicles and technologies in logistics.

Smart Freight Centre released this week the updated GLEC Framework 3.2, the latest iteration of the globally recognised methodology for calculating and reporting logistics emissions.

On 20 October 2025, the European Commission opened a call for Member States to submit applications to host the new Authority. Member States have six weeks to apply, after which all applications will be made public.

On 21 October, the European Commission published a proposal to amend the EU Deforestation Regulation (EUDR) introducing targeted changes to simplify reporting obligations and provide additional time for operators to prepare for implementation.

On 21 October, the European Parliament formally adopted the revised Driving Licenses Directive, following the Council’s approval in September. This final step clears the path for the Directive’s publication in the Official Journal of the European Union, bringing important changes for the road freight transport sector.

CLECAT took part in the 2025 eFTI4EU and eFTI4ALL Joint Yearly Conference, titled Tomorrow’s Freight Transport, held on 21 October at the German Federal Ministry of Transport in Berlin. Supported by the German Ministry, the event brought together representatives from the European Commission, national administrations, technology providers and the logistics industry to discuss how digital regulation, with the eFTI Regulation at its core, is reshaping the future of freight transport in Europe.

CLECAT and the European Shippers’ Council (ESC) will host the 4th edition of the Logistics for Europe Conference on 13 November 2025 at the Stanhope Hotel in Brussels.

The European Parliament is set to vote in November on the revised Omnibus I proposal, which aims to simplify sustainability reporting and due diligence requirements for companies. This follows the rejection in a Plenary vote of the negotiating mandate adopted by the JURI committee last week, pushing back the much-needed simplification measures that could help companies focus on growth and compliance rather than bureaucratic hurdles.

On 21 October, the European Commission published its 2026 Work Programme, outlining key legislative and non-legislative initiatives for the year ahead. Alongside the Work Programme, the Commission released the annual progress reports from each Commissioner, covering the period from January to July 2025.

CLECAT calls on EU policymakers to maintain high ambitions and deliver on the whole Greening Freight Package, following the European Commission’s announcement in its 2026 Work Programme to withdraw the proposal for a revision of the Combined Transport Directive.
