ECJ ADVOCATE GENERAL PROPOSES TO ANNUL THE RETURN OF THE VEHICLE PROVISION
On 14 November, the Advocate General of the Court of Justice of the European Union issued an opinion on the “return of the vehicle” provision which was challenged by several Member States along with other provisions of the Mobility Package I adopted in 2020.

UK COMPETITION AUTHORITY DECIDES NOT TO RENEW BLOCK EXEMPTION FOR LINER SHIPPING
The UK’s Competition and Markets Authority (CMA) issued on 17 November a provisional decision not to recommend replacement of the Liner Shipping Consortia Block Exemption Regulation (the 'Retained CBER') with a new UK block exemption order.

EP ADOPTS REVISION OF CO2 STANDARDS FOR HDVS
On 21 November, the European Parliament adopted in Plenary session its report on the revision of the Regulation on CO2 standards for new heavy-duty vehicles. MEPs broadly retained the main elements of the ENVI report adopted at the end of October while coming back to the initial Commission proposal.

CLECAT and the European Shippers Council organised their second Logistics for Europe event on the 16th of November in Brussels to debate the EU Customs Reform and the need for trade to adopt sustainable and transparent sourcing practices, marked by new reporting standards.

ECTA GENERAL MEETING
The European Clean Trucking Alliance (ECTA), of which CLECAT is a member, held its general meeting on 7 November in Brussels. Members gathered to discuss the main policy priorities and the 2024 work programme of the Alliance.

EP ADOPTS REPORT ON EURO 7
On 9 November, the European Parliament in Plenary session adopted its report to revamp EU rules for motor vehicle type-approval and market surveillance, known as Euro 7. The new regulation will update current limits for exhaust emissions (such as nitrogen oxides, particulate matter, carbon monoxide, and ammonia), and will introduce new measures to reduce emissions from tyres and brakes, and increase battery durability.

GLOBAL AIR CARGO DEMAND GROWTH OF 1.9% IN SEPTEMBER
On 8 November, the International Air Transport Association (IATA) reported a 1.9% growth in global air cargo demand in September 2023 compared to the same period in 2022, with international operations experiencing a more substantial growth of 6%.
