MOLDOVA AND MONTENEGRO JOIN TRANSIT AND SAD AGREEMENT
The European Commission has confirmed that Moldova and Montenegro will join the Convention on a Common Transit Procedure (CTC) and the Convention on the Simplification of Formalities in Trade in Goods (SAD Convention) on 1 November 2025.

CLECAT JOINS CUSTOMS ECOSYSTEM CONFERENCE IN VILNIUS
CLECAT took part in the Customs Ecosystem Conference held in Vilnius this week, organised by the Lithuanian Customs Practitioners Association (LCPA) and the Lithuanian Customs Administration. -The event brought together customs administrations, business, academia, and associations for two days of discussions on the future of customs and trade facilitation.

EP FORMALLY APPROVES TARGETED AMENDMENT TO EUROVIGNETTE
On 7 October, the European Parliament in Plenary session largely adopted the targeted amendment to the Eurovignette Directive, providing the possibility for Member States to exempt zero-emission trucks from road charges until June 2031. The decision aims to incentivise the adoption of cleaner vehicles by reducing operational costs for transport operators and accelerating the shift toward sustainable freight and passenger transport.

CLECAT ISSUES POSITION ON REVISION OF CO2 STANDARDS FOR VANS
CLECAT submitted this week its answers and an accompanying position paper to the Commission’s public consultation on the upcoming revision of CO2 standards for light-duty vehicles. The paper emphasises the need for realistic, technology-neutral regulations that align with the operational realities of the freight transport sector.
