The European Commission has launched the second-phase consultation of EU social partners on the forthcoming Quality Jobs Act, a flagship initiative aimed at ensuring that EU labour legislation keeps pace with the changing world of work. The consultation runs until 28 September 2026, after which social partners may decide to enter formal negotiations before the Commission presents its legislative proposal later this year.

The consultation focuses on five key areas: the use of artificial intelligence and algorithmic management in the workplace; occupational safety and health, including telework, extreme heat, and psychosocial risks; workers’ rights in subcontracting chains; support for digital and green transitions through skills and social dialogue; and stronger enforcement of labour legislation and the role of social partners.

Particular attention is given to subcontracting arrangements in sectors considered at higher risk of labour exploitation, including transport and logistics. The Commission is exploring options such as greater transparency in subcontracting chains, targeted labour inspections, and possible liability mechanisms.

The consultation builds on the first phase held earlier this year, during which trade unions generally called for new EU legislation, whereas employer organisations, including CLECAT, argued that the priority should be better implementation and enforcement of existing rules, accompanied by targeted simplification.

Given the strong focus on subcontracting, labour intermediation, and working conditions in transport-related sectors, CLECAT considers this consultation relevant for the logistics industry and is assessing the proposal with a view to submitting sector-specific comments.
