On 15 March, the EU Council reached an agreement (general approach) on the Commission’s proposal for EU Carbon Border Adjustment Mechanism (CBAM), which has received major support by EU Member States as a tool to support EU’s climate objectives.

CLECAT CALLS FOR A STRENGHTENED AFIR PROPOSAL
CLECAT has called on MEPs of the European Parliament’s TRAN Committee to strengthen the Commission proposal for a Regulation on the deployment of alternative fuels infrastructure (AFIR) by increasing the required power output for recharging stations dedicated to electric heavy-duty vehicles.

EU TRADE STAKEHOLDERS CALL FOR REALISTIC TIMELINES FOR NEW ENTRY AND IMPORT SYSTEMS
On 16 March, CLECAT, together with other members of the Trade Contact Group - the express industry, cargo owners, stakeholders in the air and maritime transport sector, IT service providers, as well as the American businesses active in Europe - issued a joint letter to Gerassimos Thomas, Director General of EU Commission’s DG TAXUD, concerning the implementation of the UCC Work Programme.

EU STANDS WITH UKRAINE – TRANSPORT MEASURES
In response to Russia’s invasion of Ukraine, the EU stands in solidarity with Ukraine. The European Commission has opened a webpage collecting information on transport measures for both the people fleeing from Ukraine and an overview of measures designed to help Member States, transport operators and workers continue transport operations and support the transport of refugees and humanitarian aid.

ELECTRONIC FIATA MULTIMODAL BILL OF LADING DATA STANDARD AVAILABLE AS OPEN-SOURCE
On 10 March, FIATA and the United Nations Economic Commission for Europe (UNECE) announced the official release of the electronic FIATA Multimodal Bill of Lading (eFBL) data standard. The data standard, created on the basis of the mapping of the Negotiable FIATA Multimodal Transport Bill of Lading (FBL) with the UN/CEFACT MMT reference data model, allows the exchange of BL data in a standardised way, facilitating interoperability between all modes of transport and industry stakeholders.

JOINT LETTER CALLING TO TIGHTEN CO2 STANDARDS FOR VANS
On 10 March, a coalition of transport, cities and health organisations sent a letter to MEPs and Member States to strengthen the Commission’s proposed van CO2 limits for the 2020s. As currently drafted, the proposal does not require manufacturers to increase their sales of electric vans above a 10% share before the end of the decade.

TRAN MEPS DEBATE DRAFT REPORT ON REFUELEU AVIATION
On 3 March, the Committee on Transport and Tourism (TRAN) discussed the draft report on ReFuelEU Aviation by Rapporteur Søren Gade (RE, Denmark). The Rapporteur has proposed to broaden the scope of the proposal period extending the period during which sustainable aviation fuels (SAFs) will not have to be supplied in all airports until 2023 while enforcing the blending mandate.
