CLECAT Comments on draft EMPL report on Subcontracting Chains
CLECAT fully supports the objective of protecting workers’ rights and preventing abuses. However, we are concerned that some of the proposed measures, such as rigid subcontracting caps and licensing obligations, would negatively affect legitimate logistics operations, undermine SME participation, and reduce flexibility in cross-border supply chains.
Our position highlights that:
- Subcontracting is an essential and well-functioning feature of modern logistics, enabling efficiency, resilience, and regional coverage.
- Abuses must be targeted directly, but lawful business models should not be penalised.
- Enforcement of existing EU rules, such as those under the Mobility Package, should be prioritised over new restrictions.
We encourage a balanced, evidence-based approach that strengthens social protection while safeguarding the competitiveness of the logistics sector.
