Fight the right battle: Stop illegal practices in road transport but not at the cost of efficiency, enforcement and growth
Industry urges the Members of the European Parliament's TRAN Committee to agree on a posting regime for international road transport that is more flexible than the Council’s General Approach of December 3, 2018, so that the EU’s objectives for better enforcement, a new boost for growth and CO2 efficiency in transport do not remain hollow words

Industry Disappointed by the Council's General Approach on Posting
The representatives of shippers, freight forwarders and express carriers express their disappointment about the Council’s General Approach, as it in no way responds to the need for simple, uniform, clear and easily enforceable rules which would facilitate transport operations, protect the workers employed in this industry and ensure a fair competitive environment.

CLECAT welcomes positive TRAN report on Combined Transport
The European Parliament’s Transport Committee adopted its report on the revision of the Combined Transport Directive on 10 July. CLECAT sees the adopted report as a largely positive document, based on a strong draft by rapporteur Daniela Aiuto MEP and pragmatic compromise amendments negotiated between the political groups.

CLECAT Welcomes Proposal on HDV CO2 Standards which will Boost Efficient Logistics in Europe
CLECAT welcomes the proposed Regulation on CO2 emission performance standards for new heavy-duty vehicles, published by the European Commission on 17 May as part of the third Mobility Package. The Commission proposal would set emissions targets for heavy-duty vehicles based on a two-phased approach, namely 15% by 2025 and 30% by 2030, compared to 2019.

CLECAT welcomes step towards Paperless Transport
CLECAT has welcomed the third Mobility Package including two important legislative initiatives which will create a digital environment for information exchange in transport, benefiting both the business community and the authorities. The Commission is proposing to establish a fully digital environment for information exchange in freight transport, replacing paper transport documents, which will facilitate digital information flows for logistic operations.

Industry associations Joint Paper on Combined Transport
Along with a group of key European stakeholders, CLECAT signed up to a Position Paper in support of the review of the Combined Transport Directive a few days before the European Commission High-level Conference on European Multimodal Freight Transport in Sofia on 20th March. The statement notes that the new proposal to revise the Combined Transport Directive offers good grounds to encourage the use of combined transport in order to achieve a more resource efficient transport and logistics network.

CLECAT publishes Position Paper on Digital Transport and Logistics
On the occasion of the EU Digital Transport Days, taking place in Tallinn from 8 -10 November, CLECAT has published a position paper on Digitalisation in Transport and Logistics. CLECAT’s position paper gives the views of freight forwarders on digitalisation in transport and logistics, and contributes to ongoing initiatives such as the Digital Transport and Logistics Forum (DTLF).
