Negotiators form the Parliament and Council met on 2 July for the first time on CountEmissions EU, the proposal on setting up a harmonised framework for the calculation and reporting of GHG emissions from transport services. CLECAT welcomes the Danish Presidency’s commitment to strike a deal with the Parliament to finally provide the tools enabling transport operators to accurately calculate, monitor and compare their emissions, facilitating behavioural change.

CLECAT remains firm in supporting the original Commission proposal without the inclusion of life cycle greenhouse gas (GHG) emissions from transport, mostly stemming from manufacturing, maintenance and disposal of vehicles. The current proposal focuses on a 'well-to-wheel' approach, aligning with the ISO 14083 standard to provide a practical framework for companies to calculate and report emissions directly from transport activities. CLECAT argues that incorporating life-cycle emissions would introduce unnecessary complexity and data challenges, as methodologies for these calculations are not yet robust or universally accepted.

To support the industry in adopting the ISO 14083 standard, CLECAT has published a guide aimed at helping companies implement GHG emissions measuring and reporting. Additionally, the CLEVER project is a crucial initiative to develop a comprehensive methodology for establishing accurate and standardised emission factors across various transport modes and fuels. This project aims to ensure that emission data remains relevant and scientifically robust, even as new energy sources like hydrogen and e-fuels emerge.

CLECAT urges policymakers to keep the CountEmissions EU framework practical and focused on operational emissions. By doing so, the Regulation can effectively support businesses in reducing their carbon footprint without imposing undue complexity.
