ENVI AND IMCO COMMITTEES ADOPT POSITION ON END-OF-LIFE VEHICLE REGULATION

On 7 July, the Environment (ENVI) and Internal Market (IMCO) Committees of the European Parliament adopted their joint report on the proposal for a Regulation on circularity requirements for vehicle design and on management of end-of-life vehicles (ELVs). The proposal, on which the Council adopted its position at the end of June, requires that new vehicles be designed to support reuse, recycling, and recovery.

The proposals mandate that new vehicles be designed to allow for the easy removal of parts and components by authorised treatment facilities, promoting reuse, recycling, remanufacturing, or refurbishing. MEPs propose that manufacturers would be required to ensure that the plastic used in new vehicle types contains a minimum of 20% recycled plastic within six years of the rules' entry into force, with a target of at least 25% within ten years, provided that sufficient recycled plastic is available at reasonable prices. They also ask the Commission to introduce targets for recycled steel and aluminium following a feasibility study. Additionally, manufacturers will have extended producer responsibility, covering the cost of collection and treatment of end-of-life vehicles. MEPs propose that national authorities would be tasked with more regular inspections of treatment facilities to combat illegal activities.

The report will proceed to a plenary vote in September, after which negotiations with the Council can start.
