CLECAT JOINS INDUSTRY CALL FOR CLARITY AND SIMPLIFICATION ON PPWR

CLECAT has joined PostEurop, the European Express Association (EEA) and the European Cold Storage and Logistics Association (ECSLA) in calling on the European Commission to clarify the application of the Packaging and Packaging Waste Regulation (PPWR) to transport and logistics.

In a joint letter submitted on 16 October to Eric Mamer, Director-General of DG ENV, the associations highlight unresolved questions that make it difficult for operators to determine their responsibilities and prepare for compliance. While supporting the Regulation’s sustainability objectives, the signatories stress that these must be backed by clear guidance and workable requirements.

The letter requests clarification on manufacturer and producer responsibilities, particularly where logistics operators supply, brand or handle packaging. It also raises questions about Declarations of Conformity, labelling, packaging minimisation and the allocation of Extended Producer Responsibility obligations, including how to avoid double charging across supply chains.

The associations also call for significant simplification of the reuse requirements. Managing packaging return flows, redistribution between facilities, storage and tracking systems presents substantial operational challenges. For temperature-controlled logistics, these obligations must also remain compatible with food hygiene and safety requirements.

Clear EU guidance and coordination with Member States are needed to prevent divergent interpretations, unnecessary administrative burdens and disruption to supply chains. CLECAT will follow up with the relevant Commission services, together with the co-signatories, drawing on further practical examples received from members.
