CLECAT AIR AND SECURITY INSTITUTES MEET

On 28 June, CLECAT's Air Freight Institute met to discuss legislative and non-legislative developments related to the EU Aviation Acquis, as well as issues related to aviation security, sustainability, RefuelEU aviation and digitalization. During the meeting, members exchanged views on the revision of the EU Slots Regulation, including insights from the Commission's workshop held in April. Discussions also took place on the implementation of the Import Control System 2.0 (ICS2) Release 2 for air cargo, along with CLECAT's initiatives in this area. A report was received on the progress in the development of a bilateral agreement between air carriers and freight forwarders to define responsibilities and liabilities in the self-filing scenario. This agreement would clarify the responsibilities and liabilities between the stakeholders when a freight forwarder chooses to provide house-level information directly to customs. CLECAT has initiated the work on this, together with European airlines, working jointly on a bilateral agreement, which will be applicable not only for the EU ICS2, but for any other PLACI regime.

In the afternoon, CLECAT's Supply Chain Security Institute convened to discuss developments in land transport, aviation, and cybersecurity. The Institute engaged in a productive discussion with DG MOVE regarding Safe and Secure Parking Areas (SSTPAs) and the announced study on SSTPAs, which CLECAT has been calling for. Members exchanged views on the record low number of selected SSTPA projects of the most recent CEF call and the next CEF call for funding applications, which will open in September. CLECAT is committed to advancing SSTPA standards in Europe and supports the forthcoming funding opportunity as a significant step towards ensuring the availability of safe, secure, and high-quality parking areas for truck drivers.

Members also discussed the latest developments and updates in aviation security legislation, as well as international developments in advance cargo information requirements for all modes of transport.

Members discussed the latest development of ICS2 release 2 and release 3, which will enter into force on 1 March 2024 for maritime and inland waterways, road and rail.
