CLECAT and the European Shippers Council organised their second Logistics for Europe event on the 16th of November in Brussels to debate the EU Customs Reform and the need for trade to adopt sustainable and transparent sourcing practices, marked by new reporting standards.
CLECAT members gathered in Brussels last week for the Logistics for Europe Forum 2023. Several internal meetings were organised around the Forum, including the CLECAT General Assembly meeting.
On 21 November, the European Parliament adopted in Plenary session its report on the revision of the Regulation on CO2 standards for new heavy-duty vehicles. MEPs broadly retained the main elements of the ENVI report adopted at the end of October while coming back to the initial Commission proposal.

The UK’s Competition and Markets Authority (CMA) issued on 17 November a provisional decision not to recommend replacement of the Liner Shipping Consortia Block Exemption Regulation (the 'Retained CBER') with a new UK block exemption order.
ECJ ADVOCATE GENERAL PROPOSES TO ANNUL THE RETURN OF THE VEHICLE PROVISION
On 14 November, the Advocate General of the Court of Justice of the European Union issued an opinion on the “return of the vehicle” provision which was challenged by several Member States along with other provisions of the Mobility Package I adopted in 2020.
At the end of October, Greece officially adopted the e-CMR Protocol, making it the 35th nation to endorse the digital transition for the carriage of goods.
EUROPEAN PARLIAMENT PRESENTS DRAFT REPORT ON RAIL CAPACITY REGULATION
In July 2023, the Commission tabled a package of proposals for the greening of freight transport. Among the three proposals is one on improving the use of rail infrastructure capacity.
DUTCH GOVERNMENT SCRAPS PLAN TO CAP FLIGHTS AT SCHIPHOL AIRPORT
Last week, the Dutch government decided to halt its plan to reduce the annual flight limit at Schiphol airport from 500,000 to 460,000 starting in November 2023.
