CLECAT TAKES PART IN 64TH PLENARY MEETING OF THE TRADE CONTACT GROUP
On November 30, CLECAT participated in the 64th Plenary meeting of the Trade Contact Group. The main agenda items of the meeting were the update on the Customs Reform status and a presentation on the EU Ports Alliance initiative by the Commission. Various topics were then also raised by TCG members, including CBAM.
FERRMED STUDY HIGHLIGHTS KEY INVESTMENTS, MODAL SHIFT STRATEGIES FOR EU FREIGHT TRANSPORT
CLECAT joined a panel of stakeholders this week at the FERRMED conference to respond to the final FERRMED study on the EU freight transport system and modal shift optimisation. Ms van der Jagt welcomed the study and in particular the need to identify bottlenecks and to prioritise investments in the most impactful network segments.
TRAN DEBATES DRAFT REPORT ON RAIL CAPACITY REGULATION
On 29 November, the TRAN Committee of the European Parliament in Brussels discussed the draft report on the Rail Capacity Regulation presented by the Rapporteur, MEP Tilly Metz (Greens, Luxembourg). The draft report proposal aims to enhance the role of infrastructure users, establish a clearer governance structure, and propose a more ambitious implementation plan.
FEPORT, ETA, EMPA and ECASBA issued this week a press release urging the EU Commission to start a study about the impact of EU ETS for shipping. The associations express concern on the risk of cargo diversion to the detriment of EU ports with the upcoming entry into force at the beginning of 2024 of EU ETS for shipping.
Following the Plenary meeting of the Digital Transport and Logistics Forum (DTLF) which took place on 29 November, CLECAT also joined the final event of the FEDeRATED project.
DATA ACT: COUNCIL ADOPTS NEW LAW ON FAIR ACCESS TO AND USE OF DATA
On the 27th of November, the Council adopted a new Regulation on harmonised rules on fair access to and use of data (Data Act). The regulation sets up new rules on who can access and use data generated in the EU across all economic sectors.
EC RECOMMENDATION ON THE IMPACT OF DIGITALISATION/AUTOMATION ON TRANSPORT WORKFORCE
The European Commission published its final recommendation on the means to address the impact of automation and digitalisation on the transport workforce.
On 1st December, the Third Toll Amendment Act enters into force in Germany. The Act, stemming from the transposition of the Eurovignette Directive adopted at EU level in 2022 introduces new CO2 emission classes as a new tariff criterion, with a surcharge of €200 per tonne of CO2 as the calculation basis.
EU PARLIAMENT ENDORSES EU-NEW ZEALAND FREE TRADE AGREEMENT
The European Parliament has formally approved the Free Trade Agreement (FTA) with New Zealand, a significant step in bolstering EU's global trade partnerships. Ratified with 524 votes in favour, the agreement underscores a strong consensus among European legislators.
On 28 November, the Smart Freight Centre announced that the SFC Exchange Network enters its next phase by transitioning to a new dedicated company to scale impact and further increasing the shift towards emissions transparency and logistics decarbonisation.
