WINTER SEASON SLOT RELIEF ENTERS INTO FORCE
On 30 October, the Delegated Regulation providing for a temporary modification of the use-it or lose-it rule at EU airports within the EU Slot Regulation for the Winter Season 2021/2022, running from 31 October 2021 until 26 March 2022, entered into force.

CACTUS FINAL REPORT: BOOSTING COMBINED TRANSPORT
On 19 October, the International Union of Railways (UIC) and the International Union for road-rail combined transport (UIRR) presented the results of the Comparative Analysis of the Combined Transport Usages and Standards (CACTUS), a work commissioned by the European Union Agency for Railways (ERA) to facilitate Combined Transport activities and to boost its integration with other modes of transport.

EUROPEAN ROAD FREIGHT RATES HIT AN ALL-TIME HIGH
The latest quarterly European Road Freight Rate Benchmark published by Transport Intelligence shows that prices have hit historic highs across Europe, driven by a mix of robust economic growth, global supply chain bottlenecks, rising costs and scarce capacity.

PLEDGE TO REACH ZERO-EMISSION SHIPPING BY 2050
In the context of the UN Climate Change Conference (COP26) in Glasgow, fourteen countries led by Denmark took action to decarbonise shipping, issuing the “Declaration on Zero Emission Shipping by 2050.” With the signatures of major shipping nations including the United States, United Kingdom, Germany, France, and Norway as well as key players in the industry including Panama, the declaration focuses on immediate reductions for shipping to reach zero emissions by 2050.

VESSELS’ SCHEDULE RELIABILITY REMAINS AT RECORD LOW LEVEL
On 28 October, analyst Sea Intelligence published the latest issue of their Global Liner Performance Report, showing no signs of any rapid improvement of container line schedule reliability. The latest figures show that just 34% of vessels arrived within one day of their scheduled arrival time in September, maintaining the range of 34%-40% seen throughout the year. On a year-on-year basis, schedule reliability in September 2021 dropped to 22 percentage points.

CLECAT WELCOMES PROGRESS ON SAFE AND SECURE TRUCK PARKING AREAS
Over the last years, cargo crime has been continuously increasing, putting drivers at risk and exposing companies to losses. CLECAT fully supports the work of the European Commission to establish a Delegated Act on Safe and Secure Truck Parking Areas, to which it has contributed significantly during the drafting process.

ITRE COMMITTEE ADOPTS REPORT ON NIS2
On 28 October, the European Parliament’s Committee on Industry, Research and Energy (ITRE) adopted its report on measures for a high common level of cybersecurity across the Union, repealing Directive (EU) 2016/1148 (NIS2). The proposed NIS2 addresses the shortcomings identified in the existing NIS Directive and sets tighter cybersecurity obligations in terms of risk management, reporting obligations and information sharing.
