A High-level Dialogue with transport ministers from several ITF member countries was held on 29-30 March 2023 in Rzeszów-Jasionka, Poland. The theme of the conference was "Connecting Ukraine with Europe and the World: Rebuilding and Developing Sustainable Transport Infrastructure and Efficient Supply Chains". Initiated by the Ministry of Infrastructure of Poland, the event was co-organised by the Secretariat of the International Transport Forum (ITF) with the Ministry in the context of the ITF's series of High-Level Dialogues for Transport.

A first session entitled Central and Eastern Europe as a gateway to the world for a safe and developing Ukraine focused on the development of modern transport and logistics infrastructure on the eastern part of the European Union. The second session entitled Shaping new transport infrastructure for kraine's sustainable development focused on the role of transport infrastructure in shaping the economic and environmental future of Ukraine. Two major TEN-T infrastructure projects were discussed including the Via Carpathia (linking Klaipėda in Lithuania with Thessaloniki in Greece by road) and Rail Baltica which will run from the Baltic states through Poland to Germany. Ministers pledged to continue working together to facilitate the delivery of these projects, and are due to meet again in Leipzig, Germany, in May.
