COUNCIL AND PARLIAMENT REACH PROVISIONAL DEAL ON ETS
On 18 December, negotiators from the European Parliament and the Council reached a provisional agreement on the revision of the EU Emissions Trading Scheme (ETS) and on the Social Climate Fund. The deal includes maritime emissions in the ETS 1 and formally creates an ETS 2 for buildings and road transport.

COUNCIL AND EP REACH PROVISIONAL AGREEMENT ON CBAM
The European Parliament and the Council reached an provisional agreement on December 13 on a Carbon Border Adjustment Mechanism, extending the scope of the European Commission’s original proposal to hydrogen, indirect emissions and some downstream products.

UK EXTENDS DEADLINE FOR THE UK CDS
UK exporters will now have until 30 November 2023 to move across to the Customs Declaration Service (CDS), 8 months later than previously announced. This means that traders will have until 30th November 2023 to continue to use the CHIEF system for export declarations.

OCEAN CARRIERS PLAN TO BLANK HALF OF THEIR SAILINGS
The Loadstar reported last week that against a background of extremely weak demand forecasts, ocean carriers are preparing to blank around half their advertised sailings from Asia to North Europe and the US after Chinese New Year on 22 January.

NEW SHIPPING FUEL STANDARDS TO REDUCE SULPHUR OXIDES IN THE MEDITERRANEAN BY 80%
The European Commission has welcomed the agreement reached by the International Maritime Organization (IMO) to step up protection of the Mediterranean Sea, with a considerable tightening of the rules on exhaust gases from ships.

ERA REPORT IDENTIFIES TIME SAVING POTENTIAL IN CROSS BORDER RAIL TRANSPORT
On 12 December the European Union Agency for Railways (ERA) presented a report on Cross-border Rail Transport Potential, which assesses the growth potential of cross-border rail traffic that would result from removing technical and operation barriers. The report identifies a strong potential for time savings for rail freight, from 50 minutes up to 6 hours, when solving the technical and operational issues identified for the analysed freight corridors.
