On 31 August, the International Air Transport Association (IATA) released data for global air cargo markets in July 2021, showing that demand continued its strong growth trend.

CONNECTING EUROPE EXPRESS DEPARTS
On 2 September, the ‘Connecting Europe Express', a special train put together as part of the European Year of Rail 2021, embarked on its journey from Lisbon station. It will stop in more than 100 towns and cities during its five-week journey, before arriving in Paris on 7 October, connecting the Portuguese, Slovenian and French Presidencies of the Council of the EU.

FIT FOR 55: ETS FOR ROAD TRANSPORT
Members of CLECAT’s road transport logistics institute will debate at its upcoming meeting on 9 September the European Commission proposal for an ETS system for road transport. CLECAT welcomes the intentions of the European Commission to amend the “EU-ETS” Directive to create a new EU-ETS for road transport, adjacent to the existing system, which will put a price on emissions from the building and the road transport sectors.

EUROPEAN MARITIME TRANSPORT ENVIRONMENTAL REPORT LAUNCHED
The European Environment Agency (EEA) and the European Maritime Safety Agency (EMSA) issued on 1 September the first European Maritime Transport Environmental Report. The report provides a factual analysis of the environmental pressures exerted by the maritime transport sector, presents up-to-date information on the relevant EU and international environmental standards and describes current and future actions to reduce the sector's impact on the environment.

GSF AND MDS TRANSMODAL SHIPPING CONTAINER MARKET QUARTERLY REVIEW
The Global Shippers’ Forum and MDS Transmodal issued on 1 September their latest Container Shipping Market quarterly review. Q2 2021 was the quarter that the impacts of the Ever Given’s closure of the Suez Canal was felt on schedules and port calls in Europe, North Africa and North America, but the effects are barely discernible in a globally consistent picture of rising rates, declining service and ships sailing at close to their maximum capacity.

EC SEEKS INPUT FOR CONTINGENCY PLAN FOR FREIGHT TRANSPORT
The European Commission opened on 31 August a public consultation to help shape the upcoming contingency plan for freight transport. The objective of the contingency plan for transport will be to ensure crisis preparedness and business continuity in the transport sector.

TRAN COMMITTEE DEBATES ‘FIT FOR 55’ PACKAGE
On 1 September, MEPs from the Transport and Tourism (TRAN) Committee held an exchange of views with DG MOVE Deputy Director-General Maja Bakran, which presented the transport-related proposals of the Fit for 55 Package, namely the Alternative Fuels Infrastructure Regulation, the creation of an ETS for road transport, FuelEU Maritime and ReFuelEU Aviation.

EU DELAYS REQUIREMENT FOR NEW EXPORT HEALTH CERTIFICATES
On 10 August, the EU introduced amendments to its Animal Health Regulations and decided to delay the time from which traders must use the new Export Health Certificates (EHCs), due to be introduced from 21 August 2021 for goods exported to the EU. The extension is meant to assist third country traders in the transition to the use of the new certificates and prevent unnecessary disruption.

NEW RULES OF ORIGIN IN THE PEM AREA
On 25 August, the European Commission announced that as of 1 September 2021, new transitional rules of origin will become applicable within the pan-Euro-Mediterranean (PEM) area, between the EU and Switzerland, Norway, Iceland, Albania, Jordan and Faeroe Islands.
