CLECAT ROAD LOGISTICS INSTITUTE MEETS

The CLECAT Road Logistics Institute met on 14 June to exchange views on developments affecting road transport and logistics at national and EU level, including decarbonisation of road freight transport, the revision of the Weights and Dimensions Directive and the Driving License Directive.

Members received an update on developments in the European Parliament on the Commission proposal on the revision of the CO2 standards for heavy-duty vehicles. CLECAT and its members have started to advocate on its position towards policy makers and other stakeholders.  CLECAT considers the Commission proposal as a balanced approach between the need to rapidly decarbonise road freight transport by bringing more zero-emission vehicles on the market and maintaining the possibility to rely on internal combustion engines, when conditions are necessary (very heavy payloads, lack of infrastructure availability in specific regions etc).

Members also discussed the latest developments with regards to the upcoming revision of the Weights and Dimensions Directive, which is expected on 11 July as part of the “Greening Freight” Package.

Members also discussed the ongoing revision of the Driving License Directive, for which the proposal fully aligns with the CLECAT position as a possible solution to alleviate the shortage of drivers. It is now up to the Parliament and the Council to ensure the measures proposed by the Commission – including allowing early training as of 17 years old and B-license holders to drive alternatively-fuelled vehicles up to 4.25 tonnes – are enshrined into law.

Finally, members took note of the finalisation of the Fit for 55 Package, namely the trilogue agreement reached on AFIR and the publication of the revised Directive on ETS (including ETS 2 for road transport). On this note, CLECAT has been selected as a member of the Commission’s Expert group on Climate Change Policy to work on the implementation of ETS 2 and ensure a smooth start of the system as of 2027.
