EC CONSULTS MEMBER STATES ON AMENDING TEMPORARY CRISIS FRAMEWORK
The European Commission has sent on 11 July to Member States for consultation a draft proposal to adjust the State aid Temporary Crisis Framework, to support the economy in the context of Russia's invasion of Ukraine.

START OF THE TRILOGUES ON THE REVISED EU ETS
On 11 July, the European Parliament, the Council of the EU and European Commission kick-started the interinstitutional trilogue negotiations on the revision of the EU Emissions Trading System (ETS). Ahead of the meeting, the Rapporteur, Peter Liese (EPP, Germany), stressed the need for a rapid adoption of the proposal during the Czech Presidency to mitigate climate change and match the EU climate ambitions.

ITF CALL TO FOCUS REGULATORY ATTENTION ON FAIR DOOR-TO-DOOR CONTAINER TRANSPORT
The International Transport Forum published this week an independent report on the performance of maritime container supply chains. The report brings together much of the data ITF has collected over the last couple of years on the ocean carriers’ behaviour in the market. CLECAT welcomes the landmark document and the urgent call of the thinktank to focus attention regulatory attention on fair competition in door-to-door container transport.

INDUSTRIAL TRANSFORMATION PLATFORM KICK-OFF EVENT
On 28 June, CLECAT attended the kick-off event of the Industrial Transformation Platform at the European Parliament’s premises. Hosted by MEP Ismail Ertug (S&D, Germany), the meeting addressed several challenges related to the transition to zero-emission transport and industry.

The Digital Transport and Logistics Forum (DTLF) Subgroup 1 (Paperless Transport), which is the formal Commission Expert Group on the electronic freight transport information (eFTI) Regulation, continues its work on the eFTI Regulation’s implementation and certification aspects.

COMMISSION PROPOSES TO SIMPLIFY PROCEDURES FOR STATE AID TO GREEN TRANSPORT
On 6 July, the European Commission proposed a Council Regulation enabling the Commission to exempt from prior notification under EU State aid rules certain types of aid for rail, inland waterway and multimodal transport, with the objective of promoting green transport.

€50 MILLION LOAN TO UKRAINIAN RAILWAYS
On 5 July, Executive Vice-President for an Economy that Works for People, Valdis Dombrovskis signed an agreement on behalf of the EU, allowing the European Bank for Reconstruction and Development (EBRD) to provide working capital loans to Ukrainian Railways and Farmak, amounting, respectively, to €50 million and €20 million. This forms part of the Commission's ongoing support to international financial institutions enabling them to finance companies providing essential services in Ukraine.

CLECAT HIGHLIGHTS AVIATION SECURITY PRIORITIES AT TIACA REGIONAL SYMPOSIUM
On 28 June, CLECAT participated in a panel discussion on safety, security and regulatory issues in Europe at The International Air Cargo Association’s (TIACA) Regional Symposium Europe, highlighting the freight forwarding industry’s views on the current legislative framework, as well as the challenges ahead.

EP ADOPTS PROPOSAL TO EASE REQUIREMENTS FOR UKRAINIAN DRIVERS IN THE EU
On 7 July, the European Parliament unanimously adopted its position on the proposal setting out allowing Ukrainian citizens residing in the EU under the temporary protection regime to continue to use their Ukrainian driving licence without needing to exchange it for an EU driving licence or to sit a new driving test.
