NEW PROOF OF UNION STATUS SYSTEM LAUNCHED 1 MARCH

Starting from 1 March 2024, the European Union will introduce the new Proof of Union Status (PoUS) system, which will transform how economic operators can apply for T2L and T2LF union status certificates. This system is a recent launch within the UCC Work Program, which outlines projects and electronic systems aimed at achieving a harmonized exchange of European customs information.

The rollout of the PoUS system will occur in two phases. The first phase begins on 1 March of this year and signifies the replacement of traditional paper T2L and T2LF documents with digital counterparts. The second phase, set for 1 March 2025, will introduce the Customs Goods Manifest (CGM), enabling the application and verification of Union Status Certificates for multiple shipments, thereby further simplifying customs procedures.

Documents obtained via other European systems before this date will still be recognized as valid, ensuring a grace period for the transition.  To apply for the new Proof of Union Certificates, economic operators must use TAXUD's EU Customs Trader Portal. Authorised Economic Operators (AEOs) have the opportunity to apply for an "Authorised Issuer" license as well.  As currently there is no centralised communication available about this launch, traders are advised to request further information from their National Customs Authorities.
