SECOND EU-TURKEY HIGH-LEVEL TRADE DIALOGUE ADVANCES CUSTOMS UNION IMPLEMENTATION

The second meeting of the EU-Turkey High-Level Dialogue on Trade took place in Ankara on 1 July, bringing together Minister Ömer Bolat and Commissioner Maroš Šefčovič. The Dialogue continues to serve as a vital forum for advancing the implementation of the EU-Türkiye Customs Union and guiding future cooperation.

The two sides acknowledged notable progress in resolving trade barriers, with agreement reached on 3 of the EU’s 6 priority issues: the use of beef meat quotas, improvements to Turkey’s TAREKS import control system, and enhanced surveillance via registration.

They also welcomed the publication of the EU decision recognising A.TR certificates issued electronically by Turkey - a major deliverable from the previous Dialogue - and agreed on updated rules of origin protocols in line with the revised PEM Convention.

Discussions further covered topics such as CBAM, circular economy, customs cooperation, digital trade, and e-commerce practices. Both sides committed to finalising mutual recognition of AEO programmes and enhancing cooperation to prevent circumvention of EU sanctions.
