As part of the EU’s broader Automotive Package, the legislative process on the targeted revision of CO2 standards for heavy-duty vehicles is moving forward rapidly. On 18 February, Member States (Coreper I) endorsed the Council’s negotiating mandate with the European Parliament, approving the Commission’s proposal on CO2 standards for heavy-duty vehicles without introducing any amendments. This means that the Council position fully reflects the original text tabled by the European Commission, paving the way for a potentially swift adoption of the measure.

On the Parliament’s side, the ENVI Committee has requested that the file be handled under an urgent procedure. The decision on whether to apply the urgency procedure is expected to be put to a vote during the March plenary session.  MEPs will first vote on the procedural question whether to approve the use of the urgent procedure. If the urgency is confirmed, they will then vote on the substance of the proposal. The vote on the substance can take place during the same plenary session, as was the case in 2025 with the targeted amendment on CO2 standards for cars, or during the following plenary sitting. At this stage, the final calendar has not yet been formally confirmed. However, several parliamentary sources indicate that the substantive vote is likely to take place during the same March plenary session, which would allow the file to progress rapidly toward formal adoption.
