ICS2 RELEASE 3 LIVE FOR MARITIME HOUSE LEVEL FILING

On 4 December, the EU's Import Control System 2 (ICS2) Release 3 went live, mandating house-level information for maritime shipments. Freight forwarders opting to lodge Entry Summary Declarations (ENS) by themselves through multiple filing must start filing by this date unless a deployment window has been requested in advance.

Under ICS2 Release 3 detailed information at the house level is required before goods are loaded onto a vessel destined for the EU. This mandatory filing includes essential data such as Harmonised Community Codes (HS codes), consignee and consignor details, and packaging and weight information. The regulation introduces strict timelines, with filings required before loading to facilitate customs risk assessments and security checks.

ICS2 brings heightened complexity to the maritime sector. Filers must ensure the accuracy, completeness, and timeliness of Entry Summary Declarations (ENS). Inaccurate or incomplete filings can result in delays, additional data requests from Customs authorities, or even administrative penalties. This also requires operational readiness to address potential Customs interventions, such as requests for additional information, screening, or do-not-load instructions.
