EU ADOPTS ELEVENTH PACKAGE OF SANCTIONS AGAINST RUSSIA

On 23 June, the Council of the European Union adopted an eleventh package of economic and individual restrictive measures to strengthen existing EU sanctions against Russia and prevent their circumvention. These measures are aimed at further increasing pressure on Russia and depriving it of the resources needed to sustain its aggression against Ukraine.

The EU will enhance bilateral and multilateral cooperation with third countries and provide technical assistance to address the growing circumvention of EU sanctions. In cases where cooperation does not yield results, the EU will take rapid, proportionate, and targeted action against third-country operators facilitating circumvention. Transit of goods and technology that contribute to Russia's military and technological enhancement or defence sector development will be prohibited via the territory of Russia. Import-export controls and restrictions will be tightened, with additional entities supporting Russia's military and industrial complex added to the list, along with expanded restrictions on items that could enhance Russia's defence and security sector.

In terms of transportation, the prohibition on goods transport into the EU by road will be extended to trailers and semi-trailers registered in Russia. Additionally, vessels engaging in deceptive practices when transporting Russian crude oil and petroleum products will be prohibited from EU ports and locks.

The relevant legal acts will be published in the Official Journal of the EU soon.
