EP PRESENTS DRAFT REPORT ON MILITARY MOBILITY

Reflecting on the joint meeting of the European Parliament’s Transport (TRAN) and Security and Defence (SEDE) Committees, which took place on 1 September, CLECAT welcomes the direction and ambition of the draft report prepared by MEP Auštrevičius and MEP Zīle on Military Mobility.

CLECAT considers that military mobility can only succeed if it is built on strong civil–military cooperation, predictable regulatory frameworks, and the meaningful integration of logistics operators in planning and implementation. Freight forwarders and logistics companies act as the backbone of European supply chains, bringing together shippers, carriers and authorities across all modes of transport. Their expertise and network capacity make them indispensable partners in ensuring that Europe’s supply chains can withstand crises and provide the necessary support to defence and security objectives.

We therefore welcome the draft report’s focus on resilient dual-use infrastructure, simplified cross-border procedures, and closer civil–military cooperation. These are priorities CLECAT has consistently advocated for, see also the CLECAT position paper. At the same time, we underline that logistics companies operate in a highly competitive and time-sensitive environment where flexibility and legal clarity are essential. Military mobility should not be enabled by additional complexity but rather by a regulatory framework that simplifies rules, provides clear exemptions under crisis conditions, and allows logistics operators to scale up operations efficiently when called upon.

“Logistics is not an add-on but a strategic enabler of Europe’s defence preparedness,” said Nicolette van der Jagt, Director General of CLECAT. “Without the expertise and capacity of the logistics sector, Europe cannot guarantee the swift and secure movement of military assets across borders. This requires investment, cooperation and a regulatory framework that empowers logistics operators to deliver."

The European Commission will present a Military Mobility Package by December 2025.
