EC PUBLISHES ROADWORTHINESS PACKAGE
On 24 April, the European Commission published a comprehensive roadworthiness package aimed at enhancing road safety, reducing air pollution, and promoting digital vehicle documents. This initiative is part of the EC’s broader efforts to improve road safety and environmental standards across the EU, with the aim of achieving a significant reduction in road fatalities and emissions by 2030.
The package includes two proposals, one to revise the Directive on periodic technical inspections, and one to revise the Directive on vehicle registration documents. The proposed main measures adapt technical inspections to electric vehicles including the testing of software integrity of safety- and emission-relevant systems and introduce new emission testing for ultrafine particles and NOx. The Commission also proposes that vehicles overs ten years old to undergo annual technical inspections and develop cross-border exchange of odometer readings – by setting up national interoperable databases – and technical inspections certificates. The package also introduces measures to digitalise vehicle documents, including registration certificates and roadworthiness certificates.
The Package will have to be discussed and approved by the European Parliament and Council before it can become EU law.
