EC LAUNCHES CONSULTATION ON DRAFT MARITIME SINGLE WINDOW DATASET
On 25 November, the European Commission opened a consultation on the draft delegated act amending the dataset for the European Maritime Single Window environment (EMSWe). Established by a Regulation in 2019, the EMSWe sets out harmonised rules for the provision of the information that is required for port calls, in particular, by ensuring that the same data sets can be reported to each Maritime National Single Window in the same way. This Regulation also aims to facilitate the transmission of information between declarants, relevant authorities and the providers of port services in the port of call, and other Member States.
The delegated act provides amendments to the complete list of data elements that may be required by legislation when a ship calls at an EU port. Each data element has a unique definition and precise technical characteristics, such as format, length and character. The amendments are designed to align the dataset with developments in international standards and EU/national legislation.
The draft act is open for feedback until 23 December 2023. After its adoption by the Commission, the delegated act will undergo a scrutiny period when the Council and Parliament could raise objections to the act.
