COM ADOPTS HARMONISED EU SPECIFICATIONS FOR RAIL DATA SHARING

Last week, the European Commission adopted an Implementing Regulation establishing harmonised requirements for interoperable data sharing in rail transport. The act introduces a new Technical Specification for Interoperability relating to the telematics subsystem (TSI Telematics), aimed at improving transparency, efficiency and digital connectivity across the European rail system.

TSI Telematics provides a common framework for non-discriminatory and transparent data exchange, setting out business-to-business obligations for data sharing. The Regulation is also expected to play an important enabling role in the deployment of European “one-stop shops” for digital capacity and traffic management, supporting the implementation of the Rail Capacity Regulation by facilitating more coordinated and digitally integrated infrastructure management.

For rail freight and intermodal operations, TSI Telematics introduces measures designed to strengthen digital integration along the logistics chain. It supports digital capacity and traffic management processes from first to last mile and enhances connectivity between multimodal freight terminals and the rail network.

With regard to data sharing, telematics stakeholders involved in the same rail transport services are required to grant each other access to data necessary to carry out operational processes. Infrastructure managers and operators of rail freight service facilities must also provide access to working timetable data, traffic data, train composition data and historical records through a common EU web-based interface.

The Implementing Regulation, which will enter into force on 2 March, also promotes paperless freight transport through alignment with the electronic Freight Transport Information (eFTI) framework.
