CLECAT PARTICIPATES IN PANEL ON THE DUAL-USE OF TEN-T

On 14 January 2025, CLECAT took part in the insightful discussion on “Dual-Use of Trans-European Transport Network: Are We Prepared for Crisis Situations?” hosted at the European Economic and Social Committee. This high-level panel brought together key stakeholders to address the critical role of the Trans-European Transport Network (TEN-T) in ensuring resilience and preparedness for both civilian and military needs during times of crisis.

As highlighted by CLECAT’s Director General, Nicolette van der Jagt, during the discussion, logistics service providers are pivotal in maintaining supply chain resilience and efficiency. A well-funded and coordinated TEN-T network serves as the backbone of Europe’s connectivity and a strategic asset for comprehensive preparedness. Enhancing collaboration, integrated planning, and targeted investments will be essential in meeting the challenges ahead.

A significant milestone in this area is the updated TEN-T Regulation, which now requires Member States to consider military mobility needs when developing or upgrading infrastructure. This aligns with the broader perspective shared by Sauli Niinistö, former President of Finland, in his recent report on strengthening Europe’s civilian and military preparedness. The report emphasises the importance of integrating civilian and military priorities to create a robust and agile infrastructure framework.

The event also underscored the importance of dual-use approaches in addressing climate change and energy security challenges. Participants explored how new funding opportunities could enhance both civilian and military mobility, reinforcing Europe’s strategic infrastructure.

The discussion featured speakers from NATO, the European Commission, and the Polish Ministry of Infrastructure, with Kaspars Briškens, Latvian Minister of Transport, in a keynote opening speech emphasising the vital role of transport infrastructure in Europe’s security and economic growth.
