CLECAT CALLS FOR CONTINUED AMBITION ON GREENING FREIGHT PACKAGE FILES

CLECAT calls on EU policymakers to maintain high ambitions and deliver on the whole Greening Freight Package, following the European Commission’s announcement in its 2026 Work Programme to withdraw the proposal for a revision of the Combined Transport Directive.

COMMISSION PUBLISHES 2026 WORK PROGRAMME

On 21 October, the European Commission published its 2026 Work Programme, outlining key legislative and non-legislative initiatives for the year ahead. Alongside the Work Programme, the Commission released the annual progress reports from each Commissioner, covering the period from January to July 2025.

EP REJECTS NEGOTATION MANDATE ON OMNIBUS I

The European Parliament is set to vote in November on the revised Omnibus I proposal, which aims to simplify sustainability reporting and due diligence requirements for companies. This follows the rejection in a Plenary vote of the negotiating mandate adopted by the JURI committee last week, pushing back the much-needed simplification measures that could help companies focus on growth and compliance rather than bureaucratic hurdles.

LOGISTICS FOR EUROPE EVENT: SECURING GLOBAL SUPPLY CHAINS: FROM RISK AWARENESS TO RESILIENCE

CLECAT and the European Shippers’ Council (ESC) will host the 4th edition of the Logistics for Europe Conference on 13 November 2025 at the Stanhope Hotel in Brussels.

CLECAT ATTENDS BERLIN EFTI CONFERENCE

CLECAT took part in the 2025 eFTI4EU and eFTI4ALL Joint Yearly Conference, titled Tomorrow’s Freight Transport, held on 21 October at the German Federal Ministry of Transport in Berlin. Supported by the German Ministry, the event brought together representatives from the European Commission, national administrations, technology providers and the logistics industry to discuss how digital regulation, with the eFTI Regulation at its core, is reshaping the future of freight transport in Europe.

EP FORMALLY APPROVED REVISED DRIVING LICENCE DIRECTIVE

On 21 October, the European Parliament formally adopted the revised Driving Licenses Directive, following the Council’s approval in September. This final step clears the path for the Directive’s publication in the Official Journal of the European Union, bringing important changes for the road freight transport sector.

EC PROPOSES SIMPLIFICATION AND MORE TIME FOR EU DEFORESTATION REGULATION

On 21 October, the European Commission published a proposal to amend the EU Deforestation Regulation (EUDR) introducing targeted changes to simplify reporting obligations and provide additional time for operators to prepare for implementation.

COMMISSION LAUNCHES CALL FOR MEMBER STATES TO HOST EUCA

On 20 October 2025, the European Commission opened a call for Member States to submit applications to host the new Authority. Member States have six weeks to apply, after which all applications will be made public.

SMART FREIGHT CENTRE UNVEILS GLEC FRAMEWORK 3.2

Smart Freight Centre released this week the updated GLEC Framework 3.2, the latest iteration of the globally recognised methodology for calculating and reporting logistics emissions.

ZEFES SURVEY ON HARMONISATION OF ZERO-EMISSION ROAD FREIGHT

The EU funded ZEFES (Zero Emissions Freight Ecosystem) project, is helping transport companies to drive the transition to zero-emission freight transport. ZEFES aims to develop practical solutions for adopting zero-emission vehicles and technologies in logistics.

SHARP RISE IN FAKE CARRIER FRAUD IN GERMANY RAISES SERIOUS CONCERNS ACROSS THE LOGISTICS SECTOR

Nieuwsblad Transport reported this week on a worrying increase in so-called “ghost carrier” or “fake haulier” fraud cases in Germany. According to figures from the German Insurance Association (GDV), criminals posing as legitimate transport companies have defrauded shippers and insurers of €17.6 million in the first seven months of 2025 alone — almost as much as in the whole of 2024.

EASA PUBLISHES FIRST REFUELEU AVIATION ANNUAL TECHNICAL REPORT

On 22 October, the European Union Aviation Safety Agency (EASA) published the first ReFuelEU Aviation Annual Technical Report, providing the initial overview of how Sustainable Aviation Fuels (SAF) are being supplied, purchased and used across the European Union (EU).

CLECAT SUBMITS POSITION ON MILITARY MOBILITY AHEAD OF UPCOMING PACKAGE

This week, CLECAT submitted its position paper in response to the European Commission’s call for evidence on military mobility, underscoring the critical role of the logistics sector in supporting both civilian and military transport needs.

EU STRENGTHENS CROSS-REGIONAL COOPERATION WITH BLACK SEA, SOUTH CAUCASUS AND CENTRAL ASIA

On 20 October, the EU brought together foreign ministers and representatives from EU Member States, Armenia, Azerbaijan, the Republic of Moldova, Türkiye, Ukraine and Central Asian partners (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) to discuss the Cross-Regional Connectivity Agenda, which aims to link the EU with Central Asia via Türkiye and the South Caucasus.
