CLECAT CONTRIBUTES TO HIGH-LEVEL DEBATE ON EU CUSTOMS REFORM AND THE FUTURE EU CUSTOMS AUTHORITY

On 2 February 2026, CLECAT took part in the high-level discussion “The Quest is On: What’s Next for EU Customs Union Reform and Does EUCA’s Location Matter?”, organised in Brussels by the Federation of Polish Entrepreneurs (FPP).

The debate brought together representatives from the European Parliament, the Council, academia and trade professionals to reflect on the future of EU Customs Reform and the role of the future EU Customs Authority (EUCA). The discussion focused on both the strategic objectives of the reform and the practical challenges linked to its implementation.

During the exchange, CLECAT underlined that the main challenge of the Customs Reform remains ensuring that it is proportionate, delivers equal benefits for B2B traders and effectively addresses e-commerce-related risks, while avoiding further fragmentation in implementation across Member States. CLECAT stressed the importance of a balanced approach that strengthens enforcement and security without creating unnecessary burdens for legitimate operators.

The discussion also touched on the current e-commerce package, which is closely linked to the Customs Reform and aims to address pressing challenges in this area. As a co-signatory of the Vilnius Manifesto, CLECAT reiterated the need for better communication and structured consultation with stakeholders throughout the legislative and implementation process.

CLECAT emphasised that the future EU Customs Authority should play a central role in driving convergence and harmonisation across the EU, acting as an anchor for a more coherent and integrated European customs ecosystem.
