EU STANDS WITH UKRAINE – TRANSPORT MEASURES

In response to Russia’s invasion of Ukraine, the EU stands in solidarity with Ukraine. The European Commission has opened a webpage collecting information on transport measures for both the people fleeing from Ukraine and an overview of measures designed to help Member States, transport operators and workers continue transport operations and support the transport of refugees and humanitarian aid.

EU TRADE STAKEHOLDERS CALL FOR REALISTIC TIMELINES FOR NEW ENTRY AND IMPORT SYSTEMS

On 16 March, CLECAT, together with other members of the Trade Contact Group - the express industry, cargo owners, stakeholders in the air and maritime transport sector, IT service providers, as well as the American businesses active in Europe - issued a joint letter to Gerassimos Thomas, Director General of EU Commission’s DG TAXUD, concerning the implementation of the UCC Work Programme.

On 14 March, the OECD published the Commentary on the Global Anti-Base Erosion (GloBE) Rules for the BEPS Pillar 2. The paper provides technical guidance on the operation and intended outcomes under the rules.

PORT OF ANTWERP LAUNCHES TASK FORCE TO TACKLE WORSENING BARGE DELAYS

The Loadstar reported on 17 March that the Antwerp Port Authority will create a task force to tackle persistent lengthy delays along its inland waterways. Port stakeholders have been informed that the port will work with private operators ASV and Alfaport to address the congestion crisis that has persisted across North Europe’s barge operations for the better part of a decade.

9 MEMBER STATES CALL FOR TEMPORARILY SUSPENSION OF MP1 RULES

The Transport ministers from nine countries (Bulgaria, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland and Romania) have asked Commissioner Adina Vălean to “suspend temporarily for the time of military aggression of Russia on Ukraine the application of provisions hampering road transport operations efficiency.”

PUBLIC CONSULTATION ON EUROPEAN CYBER RESILIENCE ACT OPENED

On 16 March, the European Commission launched a public consultation on the forthcoming European Cyber Resilience Act. First announced by Commission President von der Leyen in her State of the Union Address in September 2021, the Act seeks to establish common cybersecurity rules for digital products and associated services that are placed on the market across the European Union. The results of the public consultation will feed into the Commission's proposal for legislation that is expected in the second half of this year.

COMMISSION APPROVES ADDITIONAL FUNDING FOR MEMBER STATES

The Commission has approved the disbursement of more than €2 billion under the Brexit Adjustment Reserve to a group of 12 Member States, which will make available a total of €819.2 million by the end of March 2022 and the rest by April 2023.
