TENDER OPEN FOR CREATION OF CENTRAL CBAM CERTIFICATE SALES PORTAL
The European Commission has officially opened a tender procedure for the creation and management of the Common Central Platform (CCP), a digital system designed to handle the sale and repurchase of CBAM certificates. This procurement, conducted in collaboration with EU Member States under the Joint Procurement Agreement, marks a significant milestone in operationalising the Carbon Border Adjustment Mechanism (CBAM). The platform will enable businesses to comply with the EU’s new carbon pricing rules for imported goods, aligning with the bloc’s ambitious climate goals.
Under the terms of the tender, the successful contractor will be responsible for developing a pre-operational version of the CCP by 31 August 2026, ensuring all core functionalities for certificate sales, repurchases, and reconciliation are fully integrated and ready for testing. The platform must be fully operational by 1 February 2027, with the framework contract extending over a 60-month period to guarantee continuous support and functionality beyond its initial launch.
The tender process is open to all economic operators, with submissions required electronically by 20 March 2026 at 12:00 CET.
