CLECAT WELCOMES AGREEMENT ON CO2 STANDARDS FOR VANS
On 27 October, the European Parliament and Council reached an agreement on stricter CO2 emission performance standards for new cars and vans. All new light-duty vehicles would be zero-emission as of 2035.
The co-legislators agreed to strengthen the emission reduction targets for vans by 50% compared to 2021 levels, reaching 100% emission reduction in 2035. The regulatory incentive mechanism will be kept for zero- and low-emission vehicles (ZLEV) until 2030. The mechanism will reward manufacturers with less strict CO2 targets if they meet the benchmark of 17% of sales of zero-emission vans until 2030.
The agreed text includes a review clause to achieve the progress made towards achieving the 100% emission reduction targets and the need to review these targets taking into account technological developments. The Commission has also been mandated to develop a common EU methodology, by 2025, for assessing the full life cycle of CO2 emissions of cars and vans placed on the EU market, as well as for the fuels and energy consumed by these vehicles.
CLECAT welcomes the very first agreement between the Parliament and Council on a proposal from the Fit for 55 Package. The strengthened targets will be key to ensure a proper supply of zero-emission vans to decarbonise urban logistics. We therefore call on the Commission to propose an ambitious revision of the CO2 standards for heavy-duty vehicles to decarbonise regional and long-haul road freight transport.
The agreed text needs to be formally adopted by the Parliament in Plenary session and the Council before its publication in the Official Journal of the EU.
