On 6 March 2026, CLECAT, in collaboration with EurTradeNet (ETN), the international association of IT service providers specialising in EU customs, successfully organised a pilot webinar to raise awareness the Import Control System 2 (ICS2) obligations.

ICS2, the European Union’s advanced cargo information system, aims to enhance the security, safety, and efficiency of customs procedures by improving data collection, analysis, and sharing across the supply chain. The system, which replaced ICS1 for air and maritime transport in 2023 and 2024, reached its final phase last year, now extending its scope to include the road and rail sectors and thus covering all transport modes.

During the March webinar, ETN’s experts provided a comprehensive overview of ICS2, covering its definition, goals, and expanded obligations for carriers, freight forwarders, and other economic operators.  Participants gained insights into the Entry Summary Declaration (ENS) process, time limits for submission, the role of EORI numbers, and the IT systems involved, as well as the responsibilities for risk management and the potential for derogations in certain Member States.

The session, attended by over 70 active participants, focused on the fundamental elements and concepts of ICS2. The course was designed to provide practical guidance on compliance and operational readiness, starting with the fundamentals to ensure that those in the road and rail sectors, who have only recently become active users, could gain a clear and comprehensive overview.

Building on this success, possible further courses are planned, including dedicated sessions for the rail sector and workshops addressing the connection between the New Computerised Transit System (NCTS) and ICS2. These future events will continue to consult with CLECAT members, addressing their implementation pain points and incorporating their feedback to tailor support effectively.
