CANADA ENFORCES PRE-LOAD AIR CARGO TARGETING (PACT) TO ENHANCE SECURITY
As of 1 April 2025, Canada has begun enforcing its new Pre-Load Air Cargo Targeting (PACT) program, requiring carriers to submit detailed shipment data to Transport Canada prior to loading cargo bound for Canada. The goal is to identify and mitigate high-risk shipments before they are placed on board aircraft.
The PACT initiative brings Canada in line with global air cargo security frameworks such as the U.S. ACAS and the EU’s ICS2. It applies to all-cargo and passenger flights carrying freight to Canada, including transits and transfers. Industry players such as Avianca and Lufthansa Cargo have updated their processes to meet the new compliance standards. Freight forwarders are advised to ensure timely, complete, and accurate data submission to prevent shipment delays or rejections.
