EP AND COUNCIL ADOPT AMENDMENT TO CO2 STANDARDS FOR CARS AND VANS

On 8 May, the European Parliament adopted in Plenary session the targeted amendment to the Regulation setting CO2 standards for cars and vans. The proposal, adopted without amendments, introduces a flexibility measure for manufacturers to comply with the 2025 CO2 targets. 

MEPs approved that between 2025 and 2027, manufacturers can balance emissions from new cars and vans over a three-year period rather than annually. By averaging performance over three years, manufacturers can offset excessive annual emissions by outperforming targets in subsequent years. Manufacturers can also enter into pooling agreements with other manufacturers in order to comply with the emission reductions targets. This approach is intended to safeguard the industry's investment capacity in the clean transition and keep it on track for future emissions reductions.

To enter into force, the draft law now requires formal approval by the Council, which endorsed the same text on 7 May without modifications. It is expected that the Commission will launch the review of the Regulation as a whole by the end of the year.
