CLECAT welcomes the Fourth Railway Package which was presented by the Commission on the 30th January 2013. The Fourth Railway Package should, when fully implemented, enhance the quality of rail services through better performance, fair competition and open access in a true internal market for rail services.

CLECAT has carefully reviewed the proposed measures giving special attention to the separation between infrastructure managers and railway undertakings.
