On Tuesday, 25 January, the European Logistics Platform (ELP) is organising a webinar entitled “Putting a price on CO2 in Road Transport - what to expect from an EU ETS for Road Transport?”, focusing on the European Commission’s proposal for the creation of a new EU-ETS adjacent to the existing EU ETS system, which will put a price on emissions from the road transport sector. Policy makers and industry representatives will debate how the EU can shape the right regulatory framework to achieve the aims of the Fit for 55 Package. On 13 January, the European Commission published the draft Delegated Act on Safe and Secure Truck Parking Areas (SSTPAs) in the remit of the Driving and Rest Times Regulation for public review until 10 February.

The European Clean Trucking Alliance (ECTA), of which CLECAT is a member, published yesterday a position paper calling on policymakers to raise the ambition of the revised CO2 standards for vans. The coalition notes that the current low uptake of zero-emissions vans can be explained by the current CO2 emission performance standards for vans which are not sufficiently ambitious to drive the market towards zero-emission vehicles.

On 11 January, the International Air Transport Association (IATA) released data for global air cargo markets showing slower growth in November 2021. Supply chain disruptions and capacity constraints appear to have impacted demand, despite economic conditions remaining favourable for the sector.

Yesterday, MEPs from the Transport and Tourism (TRAN) Committee adopted the compromise on the reform of the Eurovignette Directive, with 30 votes in favour, 16 against and 3 abstentions. Several political groups such the EPP and the Greens/EFA introduced amendments to the text, but all were rejected.

On 22 December 2021, the Commission extended for 23 EU Member States, at their request, the temporary waiver of customs duties and Value-Added Tax (VAT) on imports from non-EU countries of medical devices and protective equipment used in the fight against COVID-19.

In December 2021, the World Customs Organization (WCO) released the WCO Data Model version 3.11.0 on a new publication platform: the WCO DM app. The WCO DM package published in the DM app is available free of charge to all interested parties, including WCO Members, partner international organizations and private sector stakeholders.

The European Commission opened on 20 December the public consultation on the revision of the CO2 standards for heavy-duty vehicles. As announced in the Sustainable and Smart Mobility Strategy, the Commission will review this legislation and will set more ambitious emission-reduction targets for such vehicles.
