UPDATES ON CDS
HMRC has published some important updates regarding the new Customs Declaration Service (CDS) release 3.9.0, NCTS 5 In Flight Movements and a package of reforms to the Clandestine Entrant Civil Penalty Scheme.
Different groups will be able to start making export declarations through the CDS at different times, however, it is important to note that all export declarations must be made through the CDS by 30 November 2023. NCTS users who move goods using transit must move to NCTS 5 by 30 November 2023 as well.
Importers of POAO and ABP should have been making pre-notifications on the Import of products, animals, food and feed system (IPAFFS) since January 2022 and including references from IPAFFS in the customs declarations for these goods. This is now required and to ensure movements are not disrupted pre-notifications on IPAFFS should be made.
