UK HMRC POSTPONES ROLLOUT OF NCTS5

The UK HMRC has announced a postponement in the rollout of the New Computerised Transit System Phase 5 (NCTS5), initially scheduled for 16 November 2023. The decision comes in the wake of concerns from various countries within the Common Transit Convention (CTC), which facilitated an extension. The new deadline for NCTS5-compliance in the UK is now set for 1 July 2024. This extension aims to give stakeholders ample time for software development and testing and came after multiple industry petitions for more preparation time.

The upgrade, when implemented, will significantly improve the customs process by enabling traders to amend pre-lodged transit declarations for countries covered by the CTC. It will allow for more efficient administration, including updates to customs information like EORI numbers. HMRC advises future users of NCTS5 to engage with its Trader Test Environment to familiarise themselves with the system, as the delay is also expected to impact other government initiatives such as the Customs Declaration Service.
