COUNCIL ADOPTS GENERAL APPROACH ON TEN-T REGULATION

Following the endorsement in COREPER on 25 November, Transport ministers today, adopted the Council’s general approach on the Commission proposal for a TEN-T Regulation.

During the debate, ministers expressed unanimous support for the objectives and approach of the Czech presidency’s proposal. They agreed that the suggested guidelines on the development of the trans-European transport network are a key instrument of the EU’s transport policy. Ministers underlined that this policy should encourage sustainable and more efficient transport of people and goods while also strengthening the EU’s economic, social and territorial cohesion. Despite their various ambitions, priorities and approaches, ministers confirmed their commitment to developing a coherent, connected and high-quality transport infrastructure across the EU.

In response to the impact of Russia’s war of aggression against Ukraine, the revised rules also strive for better connectivity of Ukraine and the Republic of Moldova with the EU through the European Transport Corridors.

CLECAT regrets that the Council’s position lacks high ambitions when it comes to, inter alia, infrastructure requirements and standards, deadlines for completion or deployment of infrastructure components and financing. Overall, Member States supported the flexibility provided through increased possibilities for exemptions and financial constraints introduced in the general approach. On a positive note, the Council increased the number of urban nodes identified under the TEN-T proposal.

Transport Ministers also adopted Council conclusion on the development of inland waterway transport (NAIADES III programme). Martin Kupka, the Czech Transport Minister commented on the mode of transport which is energy efficient, safe and almost congestion-free, indicating that the EU has to develop it to its full potential in a sustainable manner. He also added that the sector needs to accelerate and stimulate fleet renewal, provide adequate infrastructure investments and keep up with digital development.

Ministers also adopted Council conclusions on an agreement to temporarily liberalise certain road freight operations between the EU and Ukraine and Moldova. The Presidency informed ministers on the ongoing legislative developments with regards to the Fit for 55 Package. Finally, the incoming Swedish presidency presented its work programme for the first half of 2023.
