TRAN COMMITTEE BACKS EXTENSION OF EU-UKRAINE ROAD TRANSPORT AGREEMENT
On 3 May, the European Parliament’s Transport and Tourism (TRAN) Committee voted in favour of extending the EU-Ukraine road transport agreement until the end of 2025. The agreement, first concluded in June 2022, was designed to address the serious disruptions to transport caused by Russia’s invasion of Ukraine and has played a vital role in ensuring the continuity of trade and humanitarian flows.
MEPs backed the 18-month prolongation and endorsed several updates to address implementation challenges, including the introduction of new operational requirements. These include mandatory carriage authorisation documents for drivers and visible windscreen stickers indicating that operations are conducted under the agreement. The updated text also introduces a safeguard clause, enabling the suspension of the agreement in specific geographical areas should significant disturbances arise in the local road transport market.
Since its provisional application, the agreement has facilitated the transport of essential goods—such as fuel and humanitarian aid—into Ukraine and supported the export of Ukrainian products. According to the European Commission, Ukraine’s road exports have increased by approximately two-thirds, while imports from the EU have grown by 300,000 tonnes per month.
