START OF NEGOTIATIONS ON FIT FOR 55 PACKAGE FILES

Representatives of the European Parliament and the Council of the EU met this week to kick-start the negotiations of some transport-related files of the Fit for 55 Package, including the revision of CO2 standards for cars and vans, ReFuelEU Aviation and the revision of EU Emissions Trading System as regards aviation and CORSIA.

These first trilogues allow representatives from both institutions to present their positions, acknowledge their diverging views over some provisions and launch technical work on the files. It has to be noted that on the revision of CO2 standards for light-duty vehicles, the Parliament’s and Council’s positions endorsed the Commission proposal on the pathway to reduce emissions for vans: 50% emission reduction for new sales by 2030, reaching 100% in 2035 (see the four-column document), which could lead to an early agreement between the institutions.

For the other files, further technical meetings will take place in the next weeks to build a common ground ahead of the political trilogues planned during autumn. As regards the negotiations on ETS and CBAM which have started early July, it is expected that the next trilogues would take place in October, with no precise date however, highlighting that further technical work is needed to make the positions converge.
