ROMANIA TO INTRODUCE DISTANCE-BASED TRUCK TOLL

From 01 October 2026, Romania will replace the current time-based vignette for goods vehicles exceeding 3.5 tonnes with TollRo, a distance-based road charging system. The charge will depend on the kilometres travelled, vehicle weight, EURO emission class and type of road used.

For a EURO VI truck weighing at least 12 tonnes, the charge will amount to RON 0.48 per kilometre on motorways and express roads, compared with RON 0.24 on national roads. TollRo will therefore become a direct variable cost that hauliers, freight forwarders and logistics operators will need to reflect in route planning and transport rates.

Payment options will include contracted toll-service providers, a route ticket purchased before the journey, and the TollRo mobile application. Compliance will be monitored through roadside checks and automatic enforcement systems. If no payment has been made or the distance travelled cannot be established, a charge of RON 2,000 may apply, in addition to possible administrative penalties.

Particular attention should be paid to the transition period before interoperability with the European Electronic Toll Service becomes operational, currently scheduled for 15 January 2027. Foreign hauliers travelling to or through Romania should check the available payment methods and ensure that the correct vehicle and emission data are registered.
