EU LAUNCHES NEW TOOL FOR EXPORTERS

The European Union has introduced a significant new tool, 'Access2Conformity', designed to streamline the exporting process for EU businesses. This innovative tool is a part of the EU’s broader strategy to leverage Mutual Recognition Agreements (MRAs) with third countries, aiming to reduce bureaucratic hurdles for exporters. MRAs are agreements where the EU and its trade partners mutually accept each other's conformity assessments. These assessments, conducted by designated bodies known as conformity assessment bodies (CABs), certify that exported goods meet the required standards and regulations of the importing country. Traditionally, exporters had to undergo a costly and time-consuming process of having their products tested and certified both in the EU and the destination country.

'Access2Conformity', integrated into the EU's existing Access2Markets portal, is a critical development for EU exporters. It simplifies the process of identifying suitable EU-based CABs for product testing and certification when targeting specific third countries. This tool effectively negates the need for double testing of products, which has been a significant barrier to efficient and cost-effective trade. For example, under the EU-Canada MRA, an EU exporter whose goods are tested and certified by an EU Member State CAB would not require additional certification by a Canadian CAB. This process simplification applies to key trade partners like Australia, Canada, Japan, New Zealand, the United States, and Switzerland.

The benefits of MRAs and the Access2Conformity tool are substantial. Not only do they offer a potential boost in trade by up to 40%, but they also significantly increase the likelihood of small and medium-sized enterprises (SMEs) engaging in export activities. The reduction in red tape and associated costs makes it about 50% more likely for SMEs to export, thereby fostering a more competitive and diverse global trade environment. This tool represents a strategic step by the EU to encourage broader participation in global trade, especially for smaller businesses, and to strengthen the EU's position in the international market.
