EP ADOPTS REVISION OF CO2 STANDARDS FOR HDVS

On 21 November, the European Parliament adopted in Plenary session its report on the revision of the Regulation on CO2 standards for new heavy-duty vehicles. MEPs broadly retained the main elements of the ENVI report adopted at the end of October while coming back to the initial Commission proposal.

MEPs confirmed several amendments form the ENVI Committee, including the scope of the Regulation (virtually all trucks) and added a vehicle subgroup for Extra-Heavy Combinations (over 60 tonnes), in order to take better account of their characteristics, including with regard to their energy efficiency. MEPs also maintained the “zero-emission vehicle” definition from the ENVI report by further lowering the proposed threshold, which still covers hydrogen-fuelled vehicles.

The CO2 performance targets for new heavy-duty vehicles would be 45% for the period 2030-2034, 65% for 2035-2039 and 90% as of 2040. These targets are similar to the ones proposed by the Commission and adopted the Council. This is a slight adjustment to the ENVI report which had proposed -70% for the 2035-2039 period instead of -65%.

The Parliament will now enter into trilogues in order to reach an agreement with the Council which adopted its general approach in October.
