EC STUDY IDENTIFIES KEY MEASURES TO SUPPORT ROAD FREIGHT DECARBONISATION

A recent study commissioned by DG CLIMA outlines a series of measures aimed at promoting the decarbonisation in the sectors affected by the EU Emissions Trading System 2 (ETS2), including the road freight sector. CLECAT participated in stakeholder workshops during the study, providing input on the practicality and effectiveness of the proposed measures for the freight and logistics sector.

The study highlights several best-practice measures designed to address the unique challenges faced by trucks and vans, including high upfront costs, limited charging infrastructure, and the need for efficient grid connections. Among the most promising solutions identified by the study are financial incentives for charging infrastructure, which are already being implemented in countries like Germany, Spain, France and Italy. These incentives help offset the high costs of installing depot and public charging stations, making it more feasible for operators to transition to electric fleets. The report also underscores the importance of streamlined administrative processes for grid connections, as seen in the Netherlands and the UK, where harmonised procedures have significantly reduced delays in deploying charging infrastructure.

Another key measure is the use of Eurovignette toll discounts/exemptions for zero-emission trucks, a policy already adopted in Germany. Reducing kilometre-based tolls for such vehicles helps lower the total cost of ownership for operators, making zero-emission trucks a more attractive investment. The study also emphasises the need for price transparency in public charging, ensuring fair competition and building consumer trust, as mandated by the AFIR.

As ETS2 moves toward full implementation in 2027, the study provides valuable insights for Member States to design their Social Climate Fund plans and national policies that effectively support the decarbonisation of the sector while maintaining economic competitiveness. CLECAT’s involvement in the study ensured that the operational realities of the logistics sector were considered in the recommendations.
