EC PUBLISHES GUIDANCE DOCUMENTS TO SUPPORT CBAM IMPLEMENTATION
The European Commission has published a series of ten guidance documents to help non-EU operators implement the Carbon Border Adjustment Mechanism (CBAM) during its definitive period, which brings monitoring, reporting and financial obligations for importers of carbon-intensive goods into the EU. The documents are primarily aimed at operators of installations outside the EU producing CBAM goods, as well as authorised CBAM declarants and verifiers involved in the compliance cycle.
The series comprises four general guidance documents and six sector-specific guides. The general documents cover an introduction to CBAM concepts, a quick guide for non-EU operators, methods for calculating embedded emissions, and calculation of the free allocation adjustment to the number of CBAM certificates to be surrendered. The sector-specific guides address cement, hydrogen, fertilisers, iron and steel, aluminium, and electricity, each including worked examples.
The Commission notes that businesses should use the guidance to prepare for verification of their emissions data, establish robust monitoring plans, and understand changes to emissions calculations compared with the transitional period. The full series is available on the Commission's CBAM website.
