EC LAUNCHES CALL FOR EVIDENCE ON QUALITY JOBS ACT

The European Commission has launched a new Call for Evidence to support the impact assessment for the forthcoming Quality Jobs Act, which is expected to be proposed in the fourth quarter of 2026.

The Quality Jobs Act is expected to address several employment-related issues, including occupational safety and health, algorithmic management, enforcement of workers’ rights and conditions in subcontracting chains. The Commission is considering whether further EU action is needed to improve transparency and prevent labour exploitation in such chains.

CLECAT intends to contribute to the consultation processes, focusing particularly on the potential implications of new EU rules on subcontracting for freight forwarding and logistics. Subcontracting is an essential and legitimate feature of freight forwarding and cross-border logistics and must be clearly distinguished from labour intermediation.  CLECAT will call on the Commission to prioritise enforcement of existing EU and national rules and strengthen cross-border cooperation, including through a stronger mandate for the European Labour Authority. Any consideration of new legislation should be based on robust, sector-specific evidence that distinguishes commercial transport and logistics subcontracting from practices involving the supply of labour.

CLECAT will also caution against classifying the transport and logistics sector as a whole as “high risk” and the EU-wide restrictions on the number of subcontracting tiers or on the subcontracting of core business activities. This would interfere with established logistics models and could reduce the flexibility and resilience of European supply chains.
